Charlie is a Managing Director of FSL Public Finance. He brings more than 35 years of experience in public finance as both a financial advisor and an investment banker assisting governmental, nonprofit and other project finance clients in structuring, negotiating and executing complex financings and debt issuances.
Prior to joining FSL, Charlie was Head of Public Finance and Co-Head of Social/Sustainable Investing at BNY Mellon Capital Markets where he was involved in numerous financings, including for the Allegheny County Sanitary Authority, the Illinois Housing Development Authority, the State of California, the Texas Water Development Board, the Overseas Private Investment Corporation, the City of New York and the Massachusetts Development Finance Agency (MassDevelopment). He was also instrumental in working with the Federal Reserve Bank of New York to assist in the creation of the Municipal Liquidity Facility.
Earlier in his career, Charlie worked in public finance at a regional broker dealer and served five years as the Executive Director of the Rhode Island Health and Educational Building Corporation, the conduit bond financing authority for nonprofits in Rhode Island. He began his career in public finance as an analyst at Public Financial Management in New York and Philadelphia.
Charlie has presented at the MIT Sustainability Summit, the State Oil Fund of Azerbaijan’s Impact Investing Conference, the U.S. Community Impacting Investing Conference, the Council of Development Finance Authorities and the Massachusetts Association of Rehabilitation Facilities.
